Late hatched fowl

Do you guys consider late hatched fowl to be culls for the brood pen when they end up smaller than their counterparts that were hatched earlier in the year? The reason I ask is I contacted a man I know who has a breed I'm looking for. As soon as I asked if he still had any his response was that currently he only had two cocks left and a handful of hens. One of the cocks he is using and the other he said was late hatched and is smaller than typical, weighing right about 4lbs. He offered to let me check them out n he would sell me one hen and if I wanted the smaller rooster. Its late in the game for hatching as it is, so if I find a hen I like, I could just get her n she will be bred already so theres that. Maybe she lays a clutch and gets broody n I get a few stags to chose from. Also theres going back after he has raised whatever he raises this year n pick a stag from those. Or the little rooster. Anyways I was going to try to make it up tomorrow or the next day but I'm sort of unsure how I feel about it.
